Welcome St. Joseph County residents. Thank you visiting my page to learn more about your Republican candidate for St. Joseph County Sheriff, Kevin C. McGowan.
I have been married to my supportive wife, Cindy, for the past 20 years. She's also worked in the law profession for over 20 years.
Together, we have been blessed with two awesome sons, Kevin and Cotye, and a beautiful young granddaughter, all of whom are loving and supportive. We're grateful to all of them.
I consider myself a fair and understanding person, who realizes that there are two sides to every story. I do not jump to conclusions or make rash, uninformed decisions. I will listen, gather facts and make decisions accordingly.
I am the 5th son of 6 children of the late Honorable Graham McGowan and Alice (Schafer) McGowan. My beautiful and hilarious mother was the daughter of the founder of Schafer Gear Works here in St. Joseph County. She worked for the South Bend Tribune and was very involved with the Republican party.
My father, at one time practiced law and became a Prosecutor for St. Joseph County until he was honored with the position as a Federal Judge in Washington D.C. Upon his appointment, the whole family moved to Virginia. That's where I attended Fork Union Military Academy.
When I was 18, my loving father passed away suddenly. It was heartbreaking for all of us.
That's when I moved back to South Bend and was offered a job as a Special Deputy in the St. Joseph County Jail.
After working in the St. Joseph County jail for three years, I was promoted to officer wherein I attended the Indiana Law Enforcement Academy.
Upon graduation from the Academy, I had the humble honor of serving, protecting and assisting the citizens of this County as a an officer in the St. Joseph County Sheriff's Department. I learned a lot as an officer. But, more importantly, I met wonderful people from every walk of life whom I've formed lasting relationships with.
Over the course of my 25 plus year career as a St. Joseph County Police Officer, I have served in the Civil Division, road patrol, Courthouse and jail. I've kind of done everything you can do as a County officer. And I like to think I've done it all very well.
When I retired in 2020, it didn't take long for me to realize that I missed being an officer. So, I started working as a Civilian Officer at the County Courthouse.
A short time later, I applied for and was chosen to be a Special Deputy working the security detail at the Federal Courthouse in downtown South Bend. I've been a Special Deputy ever since.
Over the years, I've witnessed County Sheriff administrations come and go. At the same time, I've seen our community become more diverse, with exciting new cultures.
But, I've also witnessed more violent and needless crime... and a divide that seems to be growing between our citizens in this community -- and even in the County Sheriff's department. It makes me sad. And yes, sometimes it makes me mad.
Whether it's politics, ambivalence or a lack of understanding, doesn't matter. The disconnect in our own County Sheriff's department is not being addressed. And that's not good for anyone.
I spent a great deal of time and care contemplating ideas and actions that urgently need to be taken to unite the department, to lower the crime rate, and to develop solutions that will bridge the divide within our community -- solutions that will keep you and your loved ones safe.
As my campaign to be your Sheriff evolves, I will speak with the community and its leaders to openly discuss viable and lasting solutions to improve our department and to keep our community and its citizens safe.
I will make the County Sheriff's Department whole again. You deserve that.
It will be a professional and positive environment. I'll restore the brotherhood within the walls. I'll listen, observe and be proactive with viable and lasting solutions.
I'll ensure there's a culture where officers believe in the philosophy of positive policing.
And most importantly, I'll be doing this as a working Sheriff who's at their side when they need it.
It is my sincerest hope that you will vote for me in November, to be your next Sheriff of St. Joseph County.
